Access to public information in the debate on bill 27.275 in Argentina (2016): competing perspectives

The aim of this paper is to analyze the debate on the preliminary draft of law in the Lower House of Congress in 2016. Since the return to democracy in Argentina, civil society, together with social organizations, as well as associations of the media and press workers, have striven for and demanded respect for human rights, freedom of expression and the generation of public policies that promote transparency in public management. Therein lies the importance of analyzing national MPs’ speeches as regards their references and thoughts in connection with the dimensions of people´s right of Access to Public Information both as individuals and as a social collective. Through content analysis supported by assistance software, we propose a revision of the argumentations in interventions made by MPs at the National Congress. It will focus on the two main positions stated in the light of the theoretical concepts surveyed
