Modernization of state and training: reviewing its ability to change behavior and culture in organizations

Abstract

Knowledge society is characterized by constant development and innovation of technologies, that change the way people and organizations access to information. Within organizations, this situation motivated the creation of new educational tools, able to cope with resources’ specialization and professionalization. At the same time, these transformations implied the emergence of new public administration paradigms within the State, which have been applied with different success. Regarding to Argentinean case, the application of training and reform politics in the public sector has found some limitations. On this basis, the hypothesis of this paper is that the biggest obstacle to modernize the State is the organizational culture. That is to say, the preeminence of informal behavior and practices entrenched in the “statu quo” which block cooperation and coordination among resources towards a shared goal. This scenario weakens the legitimacy of the decision process, as well as transparency and democratization of the involved institutions.
