Universal Child Allowance: Floor or ceiling for the social protection of childhood in Argentina?

The universal child allowance (AUH in Spanish), implemented since 2009 in Argentina, is an income transfer policy intended to aid the most vulnerable population. According to previous research, it contributed to reduce levels of human poverty and destitution. It has also allowed the improvement the indications of health and education for the country. So this paper aims to provide an analysis framework for this public policy, assessing the challenges that must be addressed to increase the achievements and scope, so to cover the entire population.
